Voters are not actually voting on the $400M for Roads. That is only a 'condition' that Council would solely make the decision on before the full $600M can be spent on Rail. Voters are not giving any legal authority for the $400M for Roads, Council have been advised by City Staff that they already have the authority to issue that Roads funding in non-GO Bonds. Again, by agreement with the AG's Office, voters are not actually voting on authority for the $400M for Roads, it is only a 'condition' for the $600M for Rail GO funding which voters are voting upon. Voters are NOT legally voting on Roads funding, they are only voting on Rail funding. This is important.
