Note the ordinance: Approve an ordinance authorizing the waiver of certain
fees and requirements under City Code Chapter 14-8, authorizing the waiver
of certain other fees and requirements, and authorizing payment of certain
costs for the *City **co-sponsored 2014 South by Southwest Conferences and Festivals,* to beheld March 7-16, 2014.

I added bold to the actual rationale for these waivers: the city is co-sponsoring the event.

SXSW execs are some of the heaviest donors to recent and present City Council members' campaigns. This is the quid pro quo.
