A glimpse at the comments seems to put the blame on management rather than employees. After perusing the sometimes expletive-laden remarks in the report, one has to wonder: How has Austin City Manager Marc Ott escaped being made accountable for problems that have been brewing for years? The buck stops at the top, and I can't recall Ott ever being forced to the center of what has been a brewing brouhaha — at least since I moved here three years ago.
Ott has been well insulated from the public — as well as Greg Guernsey, director of Planning and Development Review. He reports to Assistant City Manager Sue Edwards.
..."These are the worst scores we have ever recorded in our various studies," the Zucker Report remarks about employee job satisfaction. "Because the negative scores are so extensive, they don't lend themselves to a division or question by question analysis ... employees are very unhappy about the direction and leadership in the department."
